what can be done to save an elm tree that looks healthy but is covered with small round holes?

My elm tree looks good, is very tall and green, planted in 1997- looked like a pencil when i got it from the audobon society....but the bark is covered w small round holes, possibly bark beetles? From what i am able to get online, nothing can be done and my beautiful tree will die soon. Can i do anything to make it stronger so it can fight off this infestation? I lve in NE Baltimore city, my yard is shady- about 50ft x 75 ft with the elm, 2 large maples- one has peeling bark and ants living in it...another problem....and a lg holly. The elm is closest to the holly. A small hawthorn is about 12-15 ft away. Any assistance will be appreciated
