Ponderosa Pine Tree

Client stopped in with a bug sample. Squirrels had gotten corn on the ground under the trees. The corn was covered with the bugs. The trees have branches turning brown. What is wrong? What do we do to save the tree? I have a third picture if you need it.

These are picnic beetles and they are not the problem with the pines (they just like food, anything that day out for a while). The pines appear to be Scotch pines, not ponderosa, and the browning may be due to pine wilt disease. There are no treatments for this disease once infected.
