Rose Bush dilemma

Plant is a large rose bush. I did not plant this. This is at a public garden that I help to maintain. The rose bush stands about 4 feet tall by 3-4 feet wide. Just noticed the problem on 8/20. Looks like a problem with the leaves. The plant is still blooming. Full sun all day long. A lot of weeds around the plant which we are in the process of removing. As far as we know, it has not had any pesticide applied or any fertilizer in the last year.

Your roses are showing the classic foliar and stem distortion of rose rosette disease. There is no cure for this disease, and insects can carry it to other rose plants, so the only option is to remove the infected plants.
