When is the best time to put down Milky Spore for Beatles in the Denver area?

You want to put it down when the larvae in the lawn are feeding which is just about now and until the soil temperature drops below 60 degrees, or in the spring when the larvae have resurfaced and have started feeding again - about the end of May and in to June.

Here's a CSU Extension fact sheet on Japanese Beetles that discusses milky spore: http://extension.colostate.edu/topic-areas/insects/japanese-beetle-5-601/
