Herbicide usage for homeowners

I am on the board at an HOA in Bend, OR. Each home is on approximately 3 acres, and there are about 200 acres of "common area" . We are trying to establish some guidelines and proper education for herbicide usage, not only for individuals to use on their own property, but in the common areas. Can you recommend any publications that would be helpful ? Thank you.

There are several great places to start.
1) Xeriscaping in the High Desert - This one was written for Central and Eastern Oregon in 2005, emphasizing water-wise plants.

2) Healthy Lawn, Healthy Environment - This one was written for a general, national audience with very basic tips. Pages 12-14 address pesticide use (including herbicides).

3) Lawn Weed Control - This one was written in Wisconsin, but it applies nationally. It is more focused on weed control in lawns, which sounds like the main concern for you and the HOA.
