Apple crop, coddling moth vs other?

Hi. I've had trouble 2 years on a row. I applied the spray at bud break and 2 and 4 weeks later. Picts attached. Any suggestions for next year?

You are spraying too early to control codling moth. The first generation of the moth emerges after bloom usually when the fruit in about and inch in diameter, often in late May. There is a second generation in July.
