pruning large weeping cherry

large weeping cherry needs major pruning, have had several estimates but one of the tree companies said summer is not a good time to do it, best done in the winter. None of the other tree companies mentioned that-what is your advice

Major pruning is best done in the winter. You will be able to see the branch structure of the tree and the sap will not be running. In general the tree does not not require a lot of pruning.
