Hawthorn distressed?

My young Hawthorn (about 5') seems to be thriving save for the strange growths seen in the accompanying photo. In advance, my great appreciation for any advise you can offer. Regards. Hawthorns are susceptible to cedar apple rust. Here is a link to an article about the fungus. To get your tree diagnosed, you can take a sample to your local Penn State Extension or send a sample to the Penn State plant clinic. Here is a link to their website.
