What Oregon Counties do not have the OSU Master Gardener Program?

Technically, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Sherman, Wallowa and Wheeler do not have programs. Note that the Metro counties are combinations of Multnomah, Washington and Clackamas, and that the Central Oregon group is Deschutes, Crook and Jefferson counties. Hope this answers your question.
