Mugho Pine white around main branches ? How can I treat it?

My mugho pine has a white ring around the center of each branch reaching out about a 1/4 inch around perfectly evenly circled around the brown stem...this growth starting to make the main branches at the top look brown and infected...how can i treat it. I washed it off and it showed up as soon as it dried....here is a picture....it's shady until about noon, then sunny the rest of the day and it is in the mist of other plants including coneflowers, a crepe myrtle and a rose

The white tissue you see is the normal sheath that is at the base of the pine needle.

No action is necessary.
