Mugho Pine white around main branches ? How can I treat it?

My mugho pine has a white ring around the center of each branch reaching out about a 1/4 inch around perfectly evenly circled around the brown stem...this growth starting to make the main branches at the top look brown and can i treat it. I washed it off and it showed up as soon as it is a's shady until about noon, then sunny the rest of the day and it is in the mist of other plants including coneflowers, a crepe myrtle and a rose

The white tissue you see is the normal sheath that is at the base of the pine needle.

No action is necessary.
