Poor Rose.. is it time for a 1 step pruning?

I have this rose in front of my house facing east. It has a white mold and the black spots. Do you know what causes this and whether or not it has a chance? Or should I just do a one step pruning at the ground level and dig it up?

Your rose has fungal disease(s) like mildew and black spot. There are treatments available. Generally you treat new foliage, so it could be as drastic as removing these leaves and spraying to protect the next leaves.
Many homeowners remove disease-prone types, replacing with roses that are more disease resistant or another kind of plant.
