Onions and their growth

I seem to have a problem with onions the last two years. They start nice but then the leaves become segmented and kind of deformed. I opened the leaf of infected plant and see no signs of insects and i pulled one out and see no visible signs of insects on root.my garlic is approx 10 feet away and is not affected. Varieties are walla walla, copra and candy

This is likely the result of a new invasive insect that is spreading in Pennsylvania. It's called the allium leaf miner and is tiny. Here is a link to a pest alert about the insect. from Penn State.
