Killing weeds and reseeding pasture

I have a pasture in Hermiston that is full of weeds. When is the best time of year to spray the weeds using 2,4-D? I want to reseed with a mixture of timothy, orchard, and crimson clover. What would be the best percentage of each seed, and how many pounds of seed per acre? Will be used for forage and hay.

Ideally, you would want to spray 2, 4-D before the target plants have gone to seed. If there are as many weeds as you describe, it may take several years to deplete the seed bank that is already there, therefore planting clover will drastically limit your ability to use herbicides for weed control.
