cover crop for vegetable garden

I have a small garden in Salvisa--less that 900 sq feet--and would like to plant a cover crop on a third of it this spring/summer. My main goal is to choke out weeds and provide some organic matter. First 4 inches of the soil is pretty decent, but there's clay clay clay after that. I'm not sure if anything can be done about that. Anyway, we can cut and till in any cover and then start over if need be. Do you have any suggestions as to what would be a good cover during the summer? Thank you! Sarah Kennedy
