How can we protect ourselves from the hazardous chemicals emitted by outdoor wood burning in our residential neighborhoods? Some neighbors don't follow the simple open burning laws that provide criteria to follow to burn wood in fire pans, pits, & rings. They receive violations, but continue to burn anyway, whenever & where ever they please. Our yards & homes fill with dangerous smoke. We can't enjoy our property inside or outside. What can we do?

From the information in this question, it sounds like the residents are in violation of current regulations? If that's the case, the best contacts would be the local regulating authority. (even if they have to be called for repeated violations). As far as visual blocks and maybe some decrease of effects of the smoke, evergreens could be planted on your property between your outdoor space and the neighbors.
