Holes in lawn

How can I determine what is causing 10+ holes in my front lawn. I live in a townhouse and the area is small, maybe 9 ft. by 6 ft. About 3 weeks ago I added some organic soil and seeded the area. The grass started growing nicely and the holes started appearing (tearing up the yard).. There is an oak tree a few feet away on the common area, and one or two squirrels are always in the tree and around the area. I need to identify the critters causing the problem and try to resolve the issue. There are no mounds, so I don't think it's moles. Your help would be greatly appreciated.

It would be helpful for you to send us photos so that we can see what size and shape the holes are and also what "tearing up" the yard looks like in this case.
