Late pruning

My grape vines are already making shoots and leafing out. New shoots are from one to five inches long. Is it okay to prune now?

Last year I cut a bit later and the vine kept weeping for days. When it weeps is it harmful to the pant?

Yes, you can prune now. (I suggest you do it immediately.)
And yes, it will weep. Weeping is not harmful to the plant/vine. Weeping only indicates that the root system is fully functional.
