What insect is likely to have made this hole?

I noticed several similar holes in a flower bed which abuts our house. There are no ants scurrying around the holes. Could they be the holes of solitary bees?

Our entomologist says this looks like an ant hill, hot the entrance hole of a digging bee.


Never have I seen an ant around the holes. When I messed up the first hole deliberately, no ants tried to save it.

They may have moved on for whatever reason.
