Butte County California apple diseases fruit trees fire blight

I am sorry to say that looks like fire blight a bacterial disease of apples and pears. The initial infection occurs with a rain during bloom and now the bacteria is in the stems and moving down the shoot into the tree. You should cut the affected limbs off. There is really no treatment for the tree after the infection is inside. If the bacteria makes it to the trunk the tree may die.
