Can someone identify this pictured shrub? It's leaf/needle structure resembles arborvitae but there are swirl patterns in its structure. Thank you!

Hello,
This looks like Chamaecyparis obtusa, Hinoki Falsecypress. Yours is probably the variety known as 'Nana Gracilis.' Here is some detail on it, with pictures to compare with yours.
