What is this plant? Are this blossoms at the end? Can they be pruned now?

While seeing the flowers makes plant identification easier, I'm pretty sure this is Abelia grandiflora, the glossy abelia. It will bloom next year on the stems that grow after it flowers this year. That's why pruning for shape or size right after flowering is best.
Here is a short information sheet on pruning, including the Abelia. From OSU Clackamas County Master Gardeners: http://extension.oregonstate.edu/mg/metro/sites/default/files/Pruning_trees___shrubs.pdf
