cut worms?

i keep finding these in my garden under rocks + in the dirt. what are they? what do they indicate? is there any better way to mitigate than hand-to-hand combat? thanks!

The grubs are something called C grubs or the larval form of scarab beetles and are very common. Their numbers cycle the population goes up for 3 years, peaks and crashes and starts over. Please see the fact sheets referenced for more information and control measures.
