Fireblight Prevention for Asian Pear Trees

Previously, when I tried to plant Asian pear trees, they got fire blight within a year and died. This year, we're trying again and have Actinovate AG that we want to use preventatively. Can you please tell me when and how to apply it to prevent fire blight? Reading the instructions, I gather that the first coat should be stronger than subsequent coatings, but I'm not sure when I should start, how frequently I should do it and when I should stop. The best recommendation is to select resistant varieties. The product is okay to use but it will not prevent fire blight. Next time you may want to use it with fixed copper.
