There is not a 'safe and effective' insecticide for homeowners to use for wireworm control. Your best bet is to use bait stations (wheat/corn meal wrapped in a nylon sock) and place throughout your garden area. Remove traps weekly and physically remove wireworms from the bait station. Also, you can fallow the garden for a year or two during the summer (don't irrigate) which can help reduce populations.
