Weeping Cherry Tree No Longer Blooming

Our 12 year weeping cherry tree has always been full of beautiful pink blooms until last spring and now this spring. The tree is around 20 foot tall and seems to be producing plenty of leaves just not blooms. I did not prune the tree last year except for any dead branches at the end of summer. I did not feel that this winter was very harsh and it doesn't look like there were even buds on the tree for the late freeze that we had to have ruined this years blooms. Do they stop producing blooms after so many years or is it lacking in something??
