Ask an Expert can help you with your transplanting question.

With the generally cool temperatures we are experiencing in the Willamette Valley, getting your paper bush (edgeworthia) into the ground now is a great idea. It is possible that the flowers currently on your shrub will drop prematurely. However, with good after-transplant care, especially watering, the paper bush should be fine for future years.

This OSU Extension Service publication covers good planting practices (though it is focused on fall planting) to help your plant get a great start.
