What is this bug we found it by Fresno Ohio on 2/23/17 it was flying around then landed on the ceiling fan it was around 9:00pm

Although your image is out of focus on the insect, I do believe that is a giant water bug. They are not uncommon around bodies of water (i.e., ponds, lakes, streams, rivers). As you are already aware, the adults are capable of flying and they are attracted to lights. Follow this link to more images of water bugs:
