Bent central leader on Apple

My young Apple has It's central leader bent to the Southeast and continues to bend when tied to a support anually for the last 3-4 years. The older tree has developed the bent leader the last year or two and has pealed bark as can be seen in the attached picture. Cause / treatment / cure ???

The peeling bark is normal on apples, some cultivars peel more than others, and almost all do when mature. The bending is difficult to correct once the crook is established. You might try pruning the bend leader back to an upright branch and just re-establish a new leader.
