Ordering seeds in winter

Presuming it is from a reliable seed company, can seeds be shipped during winter without affecting the viability and germination percentage and rate? Are there common varieties that should not be shipped in winter (or shipped in general, like citrus)?

It is perfectly safe to order seeds during winter. Seed companies will send them to you when it is safe. Actually, freezing weather will not bother the seeds. Don't know about citrus. They are not sold as seeds but as actual plants. Plants will not be sent until the proper time of year.
