Plant ID please

Could you help ID this plant? (see picture)
Grows in northern Baltimore county, evergreen, about a foot tall.

Based on the photo this looks like it may be a Lycopodium, club moss. This is a genus and not a species. Ground cedars, ground firs, princess pines, and running pines have been called lycopodiums. There has been taxonomic work on the family breaking up the species into seven genera.
