My neighbors have overgrown arborvitae bordering my fence. The ice storm has left them bending over on my side. How can I best prune them?

Hello,
You may be able to tie up the limbs (with something that will not girdle the shrubs) to get them to grow upright again. Pruning may be an option, but cutting back large woody stems may leave the shrubs looking awkward and they may not regrow well.
