is it ok to use a shoot coming off a bull cane to lay down, and if so will there be a noticeable difference in the grapes

Generally it is better to use one year canes that are coming from the head of the vine to lay down on the wire. If you use a cane coming off a bull cane it probably is getting out on the wire too far from the head of the vine. If that cane is all you have to use, then you can probably try it, but it will probably be pretty vigorous and not so fruitful because bull canes tend to have large internode areas making fewer shoots to produce fruit in the coming year.
