maple tree

Tree split 10 years ago, I ran 4 rods and bolts thru tree. Slow but sure branchs die, 70 % of tree still alive , when to cut down? Can I cut down and remove stump and plant another 12' maple in same spot. I am in Wisconsin, when best time to do this? My maple is 30' high, is roots a problem?

From your description I don't know what the reason is that the tree is declining; whether it is insect(s), disease(s), or environmental. However, if it has serious structural problems that require the bracing that you have done, in all cases except for historic or other very important trees, I recommend removal rather than replacement. You can plant where a stump was previously as long as a good amount of it has been removed.
