When to mulch

With this crazy Fall we are having, I cannot figure out when to mulch my roses and flower gardens. Just when I think the ground has frozen, we get rain and the ground softens again. Please tell me when I should mulch. I don't want to end up with 6 inches of snow and no mulch.

I am faced with the same dilemma. I have mulched mine because I don't want all the mulch frozen in the pile and impossible to put on my shrubs. Nor do I want to be out there mulching when it is below zero. It is best to wait until the ground freezes however the primary role of mulch is to keep the ground frozen and prevent frost heave. Delaying the ground freeze a couple of days won't cause harm, especially this year when it is almost December.
