I was told that if you apply lime over the top of 11-52-0 MAP fertilizer that the lime will tie up the phosphorus. Is this true? The PH of the soil is about 6.5.

It might for a very short period of time. Acidic soils are the most likely thing to tie up the phosphorus and the lime reduces the soil acidity. See Liming Soils.
