I'm trying to identify what type of gnat or fly this is to figure out how to get rid of them. Everything I read online scares me into thinking I have some major pipe problem. I don't have perishable food sitting out.

Your pictures are not very good, but these look like they could be filter or drain flies (Family Psychodidae) or perhaps a fungus gnat (Family Sciaridae), or perhaps a combination of the two flies. The solution for both is finding the moist substrate where they are growing and eliminate that. One possibility is that you have some leaking pipes that are allowing these flies to breed in slime and fungal growth
