Prevent mosquitos under deck?

We installed a rubber membrane under our deck to prevent water from getting under a bedroom. It's not perfectly smooth, and rain puddles and does not dry. Before we put the deck back on, we'd like to know if adding gravel or sand would help. Any advice greatly appreciated.

We do not understand why you have put a rubber membrane under a deck. Mosquitoes can breed in very small amounts of standing water. The deck should keep most of the water away from the soil. The soil should be sloped away from the house under the deck. You might consider discussing this with numerous contractors or the county to see if there are building guidelines or with building inspectors. The membrane is necessary because rain was seeping under the house and causing a post to sink; it is part of the repair solution. I called the mosquito information service you supplied to get their opinion on whether sand or gravel or something else is the best choice to help rain dry fastest. Thank you!
