Some shrubs require no preparation for winter. Certainly having sufficient water is beneficial for shrub overwintering. Evergreens especially need water up until the ground freezes. Mulch can be beneficial. Keep it away from the trunk of your plants so that voles are less inclined to chew on them. Some shrubs, such as gardenia and camellias, are not completely hardy in Baltimore and might require burlap enclosures. If you are in an area with lots of drying wind you could consider erecting a burlap enclosure to protect evergreens.
