Sold as Elymus hystrix

This grass was sold from a nursery in Annapolis as Elymus hystrix at the end of April. The whorled structure is similar, but this grass is very floppy, and I'm not sure if this is due to being potted. When straightened, the grass is about 1 foot in length and went to seed in late summer/early fall.

We cannot give you a positive id based on this photo. However, there appears to possibly be a seed stalk on the left side of the photo which does not seem to be like that of bottlebrush grass. You can send us a photo of the grass, including one of the seed stalks, next year which we should be able to identify.
