Tree leaves in mulch and compost

Are Walnut tree leaves or any other kind of leaves unsafe in mulch or compost for vegetable garden applications?

It is generally recommended to keep all walnut debris out of the compost pile. The chemical juglone is toxic to some plants. Others are very tolerant. Plants like tomatoes cannot tolerate the presence of walnut leaves. Like most toxins, the poison is in the dose. Small amounts of juglone might be tolerated.
