black spots on elm tree and dead grass beneath tree

My elm tree has black spots on the leaves and the grass below it and anywhere the leave touch the grass turns brown how do I fix it. can I use a fungicide?

I would need a good leaf sample showing the problem in order to provide a diagnosis (preferably several leaves on a branch would be best). I will try if you would send some good quality photos or better yet, if you could submit a sample to my office in Carbide Park (http://aggie-horticulture.tamu.edu/galveston/map-GCEO-Carbide-Park.pdf) on a Tuesday or Thursday as Laurel Stine takes care of plant samples on these days.

YES THANK YOU VERY MUCH I PLAN ON BRINGING SOME LEAVES AND HOPEFULLY A BRANCH WITH SOME LEAVES ON IT. I NEED TO TELL YOU ALSO THAT ATLEAST ONE OF THE ROOTS HAS BROKEN THRU A RAW HUMAN SEWAGE PIPE AND MAY HAVE SOME BEARING ON THE ELM TREES PROBLEM BUT I HAVE ANKYLOSING SPONDYLITS AND I HAVE GOOD DAYS AND BAD DAYS SO BEAR WITH ME I WILL GET A PICTURE OR BRING YOU A SAMPLE PERSONALLY AS SOON AS POSIBILE THANK YOU SO MUCH FOR YOUR TIME AND EFFORTS IN THIS PROBLEM I AM HAVING. WHO DO I BRING THE SAMPLES TO AND WHERE IS THE OFFICE LOCATED AT AND HOW WOULD I GET THEM TO WHOM WOULD I SPEAK WITH UP THERE TO RESOLVE THIS WITH.
