Right to harvest rainwater - Williamson County, TX

I noticed that the city of Round Rock allows water harvesting. We do have a Round Rock address but we're not in their city limits. We are in their ETJ area. Our HOA does not allow harvesting. Are there any laws or regulations that permit harvesting in the state or county. Do you have any recommendations to change this policy? Help ! Thanks.

HOAs are a form of local government. They can set their own rules. There are likely residents who are afraid of the appearance of rainwater system. You will have to work to get a rules change by sharing good examples and making concession on the locations and landscaping around a harvest system. There may be rain garden options that get you partway to what you would want.

You may have your work cut out for you. you might use the best of what is in Round Rock to sway the HOA board.
