Sprouted dry seeds

If a dry seed has begun to sprout (before it dried) will it germinate when planted?

Normally when mature seed sprout, if germination is stopped for any reason, the seed will not grow at a later date. Normally the sprouted seed's root will start to deteriorate quickly and die.
