Here is a page which notes the different means of control of wisteria: http://www.extension.umd.edu/hgic/problems/invasive-vine-groundcover-control

and here is the key which identifies all those controls: http://extension.umd.edu/hgic/problems/key-control-methods

For your sprouts, the best method is to use a post-emergent herbicide containing the active ingredient glyphosate or triclopyr. This would be the best time of year to try, as plant energy is being directed into the roots at this time. Glyphosate is found under many labels now but at one time was trademarked as Round-Up. Triclopyr is found in products like Brush-B-Gone.
Follow all label instructions carefully.
