Basil plant w brown stems and growths

I have basil w other herbs in container on my deck. Noticed wilted leaves with brown stems and some kind of growth or insect eggs near bottom. Would appreciate your help in diagnosing and advising on what I can do better next year. (Excuse me if this is a repeat. Wasn't sure if first one went through)

Wilting is most likely due to overwatering or underwatering. Make sure the container has holes for good drainage. Keep the soil evenly moist.

The browning of the lower stems on the basil is normal and not an insect or disease issue. The brown growths on the stem does not look like eggs or insect excrement. Try and scrape it off. If it does not rub off, it may be part of the stem and not a concern.
