lawn fertilizer/seed application

When we had a lawn service, they would fertilize; but there seemed to be less and less grass. So, I would put down seed; but it didn't seem to grow. We no longer have a lawn service and I hand pull weeds. I still need to know when to fertilize and when to seed. Now is the time to fertilize, so when do I seed?
