These are possibly milkweed bugs:

Usually no control is necessary. They are only around for a short period and any chemical strategy has the potential for harming non-target species.

Your response was very helpful; and stimulates another question! There is a project for monarchs and milkweed presently 'out there'. Would that project still want milkweed bug infested pods????? Thanks.

Hello,

I wonder if you are referring to The Pollinator Seed Library Project. If you are, then I can tell you that the volunteers involved with the project need to clean the seeds before mailing them to the MN Landscape Arboretum so the insects will not be a problem. (I'm involved with this project)

Hope this helps.
