Burr Oak half of brand pruned

Grass cutters trimmed my burr oak--left 4-8 feet of the branches and cut the rest that was hanging downwards. Do I trim down to collar now--late August? Or wait till winter? Or can I leave the remaining branch? thank you

I would wait until the tree is in winter dormancy and then prune back to the branch collars. You are less apt to encourage "water sprouts" that way and the tree is less vulnerable to disease or insect infestation in the winter months.
