decayed bark as soil amendment

When the bark chips or wood chips on a pathway decay, does the resulting black stuff make a good soil amendment (it looks great, but is it?)?

As long as the chips were purely bark or untreated wood, it is as good as it looks.
Essentially what you have now is an organic compost, which is a great soil amendment.
