Taylor Sunburst Lodgepole Pine

I've read about various problems with this pine but I find none relative. The bark on the branches is turning black. The trunk seems not to have cankers. The tips of the branches have healthy green needles. It has had enough water and air circulation. Can you suggest what may be the problem?

It looks like mold. I think I can see it on the base of the needles. I don't think it is sooty mold but it is a possibility.
